Dar and Penspen Awarded Feasibility Study for Senegal’s First Energy City

Dar, in partnership with sister Sidara company Penspen, has been awarded a landmark feasibility study to support the development of Senegal’s first Energy City, a transformative initiative led by GES-PETROGAZ under the Ministry of Petroleum. This ambitious national endeavour seeks to accelerate Senegal’s energy transition, support rapid industrialisation, alleviate urban congestion in Dakar and coastal cities, and create a thriving hub for long-term investment and economic diversification.

The study will involve a comprehensive assessment of two potential sites along the Senegalese coast, leading to the development of a strategic master plan that addresses energy supply and demand, infrastructure financing, environmental and social considerations, and long-term growth and promotion strategies. The final recommendations will be delivered in Q3 2025.

The Energy City project aligns with Senegal’s Vision 2050 and its efforts to harness significant offshore oil and gas discoveries to reduce reliance on pollutant fuels and promote cleaner, more sustainable power generation.

This award strengthens the ongoing collaboration between Dar and Penspen. The two companies had delivered numerous engineering studies across Africa, including a 2019 gas network study with MJM consultants for the World Bank IFC. It further builds on our collaborative legacy of delivering engineering excellence globally, united by our shared commitment to design for people and the planet.
