Kampala Storage Terminal

Location

Namwabula, Mpigi District, Uganda, Africa

Overview

A reliable fuel supply helps keep businesses operational and people moving. In Uganda’s Mpigi District, the Kampala Storage Terminal will provide greater capacity to hold petroleum stocks close to the capital, helping the country prepare for supply disruptions and accommodate its future supply of locally refined fuels.

The project

Developed by Uganda National Oil Company Limited (UNOC), Uganda’s state-owned petroleum company, the terminal will be located approximately 26 kilometres from Kampala. It will complement existing facilities, including the Jinja Storage Terminal, by providing additional storage closer to the country’s largest centre of petroleum consumption.

The facility will receive and distribute imported petroleum products, with future pipeline connections intended to accommodate locally refined products. Provision for expansion will bring its total storage capacity to 320 million litres, allowing the terminal to grow alongside Uganda’s petroleum infrastructure.

The terminal will handle gasoline, diesel, kerosene, ethanol and jet fuel. Storage tanks and pipeline receiving facilities will be supported by road and railway loading and unloading areas, enabling the onward distribution of petroleum products.

An on-site laboratory will support quality control, while fire protection, drainage and electricity systems will enable the safe and effective operation of the terminal. Truck parking, offices and ancillary infrastructure will complete the facility.

Dar, in joint venture with Penspen, will provide project management consultancy services for the terminal. Under the engineering, procurement and construction contract, the team will review the contractor’s design and supervise the works, supporting quality and safety throughout construction.

The project marked the start of construction with a groundbreaking ceremony in September 2026. As the project progresses, it is expected to create opportunities for Ugandan businesses, professionals, technicians and service providers during construction and operation.
